Kashef: Iran’s Intelligent Spectrum Surveillance and RF Optimization Software

Kashef is a cutting-edge, AI-driven geolocation monitoring and spectrum surveillance software developed to revolutionize interference detection and network optimization within mobile networks. Developed by NAK , Kashef leverages advanced geospatial data mining and smart algorithms to detect, localize, and visualize interference sources with high accuracy—without requiring traditional field testing.

At its core, Kashef continuously gathers real-time spectrum usage data from network transceivers and visualizes this data on a dynamic map. The system utilizes smart interpolation and geospatial analysis to create a pixel-level spectrum usage heatmap. This approach allows operators to instantly identify anomalies, polluted frequency zones, and potential sources of radio interference across all technologies and frequency bands in the network.

One of Kashef’s most powerful features is its ability to conduct temporal and spectral analysis—monitoring the network’s performance over time (hourly/daily) to detect patterns of degradation. This helps in identifying long-term or recurring issues, such as signal spillover, frequency congestion, or illegal spectrum usage. Its integration with KPI metrics from OSS systems enhances its effectiveness in correlating performance drops with spectral issues.

Kashef also boasts high spectral efficiency analysis, enabling operators to monitor how effectively their LTE and multi-technology networks are utilizing available frequency bands. This leads to actionable insights for better network planning, optimization, and future-proofing.

From a software engineering perspective, Kashef is built on a robust tech stack including Python, GIS, Node.js on the backend, and React with JavaScript for the frontend. MongoDB supports its scalable data storage, and it offers interactive reporting via Power BI. The system’s flexibility allows operators to add multiple map layers, such as KPI-sector overlays, spillover detection markers, and CQI indicators, enhancing visual clarity for network engineers.

Kashef’s development journey began in 2018 with initial scripts to automate RF testing. By 2020, it evolved into a full web-based application. In 2021, it became NAK’s first official SaaS product and later received a “knowledge-based” certification, affirming its innovative status in the Iranian tech ecosystem. In 2022 and beyond, it incorporated anomaly detection and business intelligence (BI) reporting features.

Significantly, Kashef was a recognized innovation in the Khwarizmi International Award, one of Iran’s top honors for scientific and technical achievement. It has been actively deployed in major Iranian cities like Tehran, Mashhad, Shiraz, and Isfahan, detecting over 317 widespread interference cases, identifying 1500+ problematic locations, and driving over 41,649 cell improvements as of January 2024.

Its mission is clear: to provide a simple, intelligent, and real-time RF surveillance platform for better communication, accessible to telecom operators, regulators, and engineers “anytime, anywhere.” Kashef is more than just a monitoring tool—it’s a data-driven decision-making engine that empowers telecom ecosystems to deliver higher quality, more resilient, and future-ready networks.

With its success in Iran, there are ambitions to scale Kashef globally—proving that localized innovation, when executed smartly, can compete at international standards in telecom analytics and network intelligence.

Jebraeel Tofighi served as the Program Manager of this groundbreaking project, playing a pivotal role in its success. His leadership spanned technical direction, financial backing, and executive oversight. Under his guidance, Kashef matured into a national-level innovation. In 2024, Tofighi officially represented NAK and Kashef as the program manager at the Khwarizmi International Award (KIA)—Iran’s most prestigious recognition for scientific and technological innovation. The KIA committee recognized Kashef as the top innovation and analytical tool of the year, highlighting both the software’s impact and Tofighi’s exemplary program leadership.
