I’m Jebraeel Tofighi, a senior telecom executive with over 25 years of leadership in shaping digital transformation, national telecom strategy, and next-generation mobile technologies. From early technical roles to board-level governance, I’ve built a career defined by innovation, execution, and visionary thinking. My expertise spans across mobile infrastructure modernization, AI-driven network intelligence, and executive-level operations management.
Over the years, I’ve directed high-stakes programs in collaboration with top-tier organizations and vendors such as MCI (Mobile Communication of Iran), TCI (Telecommunication Company of Iran ), Huawei, Ericsson, Nokia, Cisco, Etisalat, and CRA (Communications Regulatory Authority of Iran). I’ve led and delivered a broad portfolio of initiatives including:
I serve as Chief Operations Officer (COO) and Chief Sales Officer (CSO) at NAK (Naghsh Aval Keyfiat)—one of Iran’s leading telecom solution providers. In this dual role, I’ve overseen the design and implementation of critical national programs including mobile network modernization, 5G integration, nationwide IP backbone upgrades, and the development of AI-based tools for service optimization. These initiatives have significantly advanced telecom performance, reduced operational costs, and supported strategic digital readiness for the country.
My leadership also extends to Iranian Towers Co., where I serve as Head of the Board. There, I’ve guided the rollout of thousands of new telecom towers across urban and rural regions, introduced culturally aligned tower aesthetics, and helped shape a sustainable, multi-operator infrastructure model. Through this work, I’ve helped set new national standards for telecom infrastructure design, compliance, and digital inclusion.
What sets me apart is my ability to bridge strategy with execution—aligning vision, people, and technology. I operate at the intersection of innovation and scale, ensuring that each project not only meets KPIs but also contributes to long-term national goals like sustainability, accessibility, and resilience.

I bring a unique combination of technical depth, operational leadership, regulatory understanding, and business strategy—skills that are highly transferable to any market navigating the next phase of telecom evolution, from 5G and Open RAN to AI-led service assurance and smart infrastructure deployment.

Internationally, I’ve served as Program Manager for a multi-year fiber optic development project in country of Philippines, demonstrating my capability in cross-border telecom delivery, cultural adaptation, and vendor coordination at scale.
Beyond operations, I’m also a contributor to technical education. I co-translated the Persian edition of “An Introduction to LTE: LTE, LTE-Advanced, SAE, VoLTE and 4G Mobile Communications” by Christopher Cox, helping bridge advanced knowledge for Persian-speaking engineers and students. I’m passionate about capacity building and have trained and mentored over 300 telecom professionals, including junior engineers, project leads, and team leaders across companies and universities.
My academic foundation includes a Master’s in Information Technology from Tarbiat Modares University, and a Bachelor’s in Telecommunication Engineering from the Tehran Telecommunications Facualty —two of Iran’s top-tier institutions. This academic background, combined with practical field leadership, has equipped me with both the analytical skills and the real-world insight needed to lead in fast-evolving technology environments.
I’ve been formally recognized by ministries, telecom operators, and regulatory agencies for my leadership contributions. I’m a two-time recipient of the National “Top Executive of the Year in Telecom” Award (2021 and 2022) and have received over 25 official letters of appreciation from organizations including the Ministry of ICT, CRA, MCI, and various provincial governments. These accolades affirm my long-standing commitment to improving service delivery, building future-ready telecom systems, and driving nationwide digital transformation.
